     Hello, my name is Lawrence F. Jasper II, and I’m the CEO of Omega Investments Ltd. (Omega). Omega was established to lead and manage operations for the Little Cities (LC) franchise, also known as Jasper’s Freedom Cities. These franchise units form a national network of digitally advanced mixed-use developments anchored by our Smart Grid Infrastructure Distribution Systems (SGIDS) built on the US highways.

      Our vision is to deliver transformative infrastructure that generates high returns for private investors and public entities through Private-Public Partnerships (PPPs) and a national Real Estate Investment Trust (REIT) structure. This framework supports the creation and leverage of the Sovereign Wealth Fund—used to build, expand, and finance the SGIDS platform domestically and globally, leveraging Export-Import (Ex-Im) Bank loans to export U.S.-made smart technology infrastructure and AI-driven products to war-torn and developing regions such as Ukraine, Gaza, Korea, Mexico, and Canada.

LC franchises serve as the foundation for an “exoskeleton” for revitalized cities, increasing revenue, enhancing ROI, and empowering communities with 21st-century solutions, while actively reducing the national debt and fostering economic competitiveness for local small and medium-sized businesses internationally.

The Act proposes a federal Private Public Partnership (PPP) to create a Federal Infrastructure Bank that provides low-interest loans to refinance LC developments—paying down the national debt and reinforcing social service programs.

    We believe U.S. real estate is the world’s greatest asset, and through responsible leverage and smart deployment, we can turn that value into a generational opportunity.
